Dear FACERS Members,

In St. Lucie County, we fund our Public Works Department primarily through
Gas Taxes. The functions that are funded through gas tax are 
Public Works Administration
Engineering Support 
Road & Bridge
Of these three functions, Road and Bridge which is responsible for
maintenance of Roads including local, collector and arterial roads, Traffic
Operations, and Drainage Maintenance.  The Road & Bridge overall budget is
approximately 9 million dollars.  We also have a stormwater MSTU that
primarily funds Capital Stormwater Projects and our contacted swale
maintenance program.  The problem we are running into is that operational
funding for Road & Bridge including capital equipment  is taking a huge
chunk of our overall gas tax dollars and not leaving sufficient funds for
Capital construction projects. We are primarily using Impact Fees for our
capital projects, but we can't use Impact Fees for Capital Maintenance such
as our resurfacing projects.  
We are sure that other Counties have faced this problem. We are just
wondering how you have handled this situation.  
Any advice and suggestions would be greatly appreciated.  Please respond
