"Flashing" commercial signs

Hi all,

Here in Maine, we are dealing with a change in the law which governs
commercial signs such as bank time & temp signs, car dealers, grocery
stores, Rite Aid, etc. which all want to advertise their product on those
electronic signs, many of which flash, scroll, fade, dissolve, etc at a
certain frequency and rate.
Does anyone know if a "national manual regarding rate of display change and
manner of change" exists ???? 

(PS: the MUTCD only covers changeable signs in work zones and that is NOT
what I am talking about)
