Dear LTAP/TTAP representatives and affiliates: During the National LTAP Meeting, a number of folks expressed an interest in receiving the guidance associated with the FHWA pilot safety circuit rider program. Additionally, a few centers expressed an interest in initiating a SCR program on their own. With this in mind, I would like to share with you a number of documents that were and are still used to shape and mold the SCR program. First and foremost, this is the first year for the FHWA funded SCR 12-month pilot program and given the reputation of those selected, I am confident that each program will be a success. The attached supporting documentation associated with the SCR program is as follows: overview of the SCR program; SCR report check list including work plan, bi-monthly report and final report elements; bimonthly report template accompanied with sample text; and FHWA's first-year list of primary measures of success. The example bimonthly report/template contains a structure and sample text to provide direction when compiling reports. Taking into account that real world experiences are often fundamentally understood more so than theoretical examples, most of the sample text is information pulled from actual SCR bi-monthly reports to date. Yes, the sample text includes credible examples from your peers. Taking into consideration that this is a pilot program and that we started from scratch, I am sure that there is plenty of room for improvement. With this in mind, I am requesting your value-added input to assist me with enhancing the guidance that has been devised to support the four pilot centers. All input will be considered and incorporated if appropriate. Even though the four pilot centers have reviewed the guidance and reporting material, please take another look to make certain that you have offered your much-needed contributions.
