I would add to Barbara Harder's note -

The Sands of Time and the Nautilus are the closest lodgings to the TRB conference center (about 5 minutes away by automobile).  Both places are adequate, but fairly old.  It is an easy walk from these motels into the village of Woods Hole (for dinner, or to take the ferry to Martha's Vineyard). 

The lodgings in Falmouth are all about 15 minutes distant (by car) from the TRB center.  Falmouth is a larger village than Woods Hole, with more restaurant choices, etc.  I recommend the Coonamessett Inn in Falmouth as a nice place to stay (508) 548-2300.  It is about four blocks from downtown Falmouth.

The food served at the Jonsson Center is excellent.  Don't skip the breakfasts.  The view of the harbor from the main building is spectacular. 

Consider staying an extra day so you can visit Martha's Vineyard.  You won't need a car on the island.  There are small tour buses available where the ferry docks that will take you around the island.  You can get off and back on the bus at a variety of stops.  Plan to have lunch in Edgartown.

To get there by airplane you can fly either to Boston or Providence, RI.  Driving time to Woods Hole is about the same from both airports (allow an hour or two, depending on time of day).  Personally, I prefer Providence Airport, because getting out of Boston's Logan Airport and through downtown Boston can be a major hassle.

If you decide to make reservations at the Sands of Time -- request the "Harbor House" it has much nicer rooms than the motel units.
