RE: Traffic control

According to  Section 6F.59 of the 2003 edition of the Manual on Uniform Traffic Control Devices, “Cones shall be predominately orange and shall  be made of material that can be struck without causing damage to the impacting vehicle.”  It appears that lime-green cones are not permissible.
